The Baron is a local folk hero to many and the topic of at least one discussion in any public house you go into. Not because he is a great military leader, adventuring hero, or wise sage, but because his family going back 3 generations has created one of the most properous places in the civilized lands. The quality of life in Hebare for the average citizen is unheard of anywhere else. All of this built up from salt, fishing, timber, and good civic planning.

The Barony formed about 150 years ago when Sarlan van Haoukel was enstated as Baron by the King.
Harbare and the coastal area of Two Moon Bay had been settled at least 200 years prior, but with no local lord to collect taxes and manage the area for the King the area sat mostly undeveloped. It was a loose knit community of fishing hamlets, farming, timber and mining interests held by private owners, settelers, and squatters.

About five years after the Van Haoukel family was granted the Barony, and began collecting taxes there was a minor revolt by the local citizenry. It lasted only 11 months and was quelled by negotiation between Sarlan and the rebellions leaders. An agreement was signed as a basic civil agreement between the Baron, the leaders of the guilds, and the major landholders.
The agreement basically was a financial, judicial, and defense agreement that created a cooperattive plan between the Baron and the guilds that established a system of taxation based on population and created a plan to develop the area. This document and the amendments to it that followed set up a militia to keep invaders out. This militia is sponsored with goods created or imported by the guilds, and it recieves funds from the Baron’s coffers and taxes collected. The agreement known as the Pledge, also established a group of Aldermen, elected by the people that represents them within the royal court and that also serve as judges and tax collectors within their jurisdictions.
This agreement was lauded as one of the most progressive agreements with a lord and his subjects ever.
People from all over the outlying areas began moving to Harbare due to the new Barony and the cooperative relationship between the citizens and ruling class. There was suddenly money to be made in the area from various industrial avenues. Investment in the fishing fleet and especially in the local mining and salt trade exploded. In the last 100 years the local society has really started to play a part in politics on a more regional scale and goods and services are being exchanged in the Barony of Harbare on a much greater scale. This has increased the prosperity of the average citizen greatly. The van Haoukel family is credited with this prosperity for the most part.
